Research On The Practice And Development Path Of Government Affairs Based On Third-party Evaluation

Accompanied by the development of socialist democracy in China,the rise of people’s subjective awareness and the deepening of the transparency of government information,higher expects have been put forward for the transparency in government affairs.As a major part of the construction of socialist democracy with Chinese distinctive,it is of great significance for accelerating the change of government role,strengthening government transparency,contributing to grassroots democratic development,and safeguarding citizens’ legitimate rights.So,ceaselessly impelling the development of publicity of government affairs is not only the requirement of democratic political development,but also the important foundation of building a service government and improving the level of government services.In recent years,D city seriously studies and implements various decisions and requirements on government affairs publicity,and constantly improves the ability and level of openness,which has achieved certain effects,overall showing a steady development trend.However,it has encountered many problems in the process of practice and needs to further explore the feasibility of the development path of transparency in government affairs,and constantly strengthens the standardization of transparency in government affairs construction.The paper takes 18 municipal departments of F projects in D City as the research object,based on the third party valuation data,to explore the current situation of transparency in government affairs of F projects in terms of administrative power implementation,information in key areas,disclosure upon request,policy interpretation and response,and platform construction.Then,the paper analyzes the decision-making dilemma,implementation dilemma,and feedback dilemma faced in the process of practice according to the data index analysis and interview results.By constructing an analytic hierarchy process model,the paper explores the influencing factors of transparency in government affairs of F projects,analyzes the reasons for the formation of dilemmas on this basis,and propose the development path of transparency in government affairs,including improving the level of decision-making,optimizing the operation mechanism,building acceptance channels,deepening policy interpretation,and strengthening platform management,so as to promote the healthy and scientific development of transparency in government affairs.
