An Empirical Analysis Of The Autonomy Legislation Of The Ethic Autonomous Regions In Gansu Province

China promulgated the law on regional ethnic autonomy in 1984 and amended it in2011.Regional national autonomy as a basic policy to solve the problem of nationality in our country and the basic political system,the practice has proved that it plays an extremely important role in consolidating and developing the equality,unity,mutual aid and harmonious socialist national relations,the implementation of national policies,accelerating the development of economic society in national regions,and in safeguarding the unity of the legal system.Whether the system of regional ethnic autonomy is effectively implemented or not,the key point lies in whether the national autonomous region fully exercises the legislative autonomy.As a multi-ethnic province,Gansu province implemented the system of regional ethnic autonomy in 1987.The present situation of the implementation of the legislation of national autonomous areas in Gansu province is not only directly reflects the overall level of legislation and the legal environment for application,also refers to the implementation of the constitution,the law on regional national autonomy and the legislative law and other laws and regulations.The article takes the national autonomous areas of ethnic autonomous areas in Gansu province as the object of investigation,using the empirical analysis,comparative analysis,the methods of literature research to summarize the present situation of the legislation of self-government of national autonomous areas,contents and existing problems in Gansu province,to explore whether it conforms to the national,regional,autonomy,times and practicality,and put forward corresponding perfect measures.This paper consists of four parts,The first part is the introduction to briefly introduce the purpose and origin of this article.The second part is the first chapter of the article,it bases on the dates from official website of the Standing Committee of Gansu Provincial People's Congress to introduced the current situation of the autonomous legislation of the ethic autonomous regions in Gansu province and the main content of the autonomous legislation.The third part is is the second chapter of the article,it is also the key of the article,which analyzes the problems existing in the autonomy legislation of the ethic autonomous regional in Gansu province.The accurate grasp of the question is of great significance to the solution of the question.It mainly analyzes and summarizes the existing problems from two aspects: legislative technology and legislative content.The fourth part is the third chapter of the article,it tries to put forward some measures to improve the the autonomous legislation of the ethic autonomous regions in Gansu province.Such as setting up the right concept of autonomy legislation and enrich the content of autonomous legislation.
