Texturl And Theoretical Analysis Of Autonomous Regulations In Guangxi Autonomous Counyies

The regional ethnic autonomy system is a basis political and legal policy in China, and to implement the regional autonomy in minority populations is fundamental rights empowered by the Constitution. However, there exist some unavoidable problems in the process of the implementation of the regional ethnic autonomy system. To be specific, twelve autonomous counties in Guangxi have formulated autonomy regulations, whereas there are still some problems in these autonomy regulations, although they have been modified for several times. All these problems relate not only to the significant theoretical problems, but also to the questions that how to put this system into practice preferably and how to legislate in a more scientific way. Nowadays, researches on autonomy regulations focus on autonomy theories, and some of them interpret the regulations aimed at nationwide or a specific autonomy county. There are a few general analysises of autonomy regulations in the twelve autonomy counties in Guangxi.Chapter one of the thesis gives a brief introduction to the history of ethnic autonomy system in Guangxi, demonstrating that this system comforts to the interests of the local and the overall country. A general situation of the autonomy counties and their autonomy regulations are summarized in Chapter one as well. Chapter two is going to analyze the autonomy regulations in a comprehensive way, including from the perspectives of the situation of legislation and modification, the construction of the regulations, the contrast interpretation of the contents of the regulations, so as to find out the positive and negative aspects of the regulations. Based on the analysis of the existing problems, the author puts forward that the core of formulating regulations of autonomy counties is implementing autonomy, the method of implementation is refining, and the refining criterions are ethnic and regional characteristics. According to the previous analysis, three principles of formulating autonomy regulations of autonomy counties are presented.
