Empirical Research Of Autonomous Regulations In Ethnic Autonomous Regions

Regions with national regional autonomy in China enjoy legislative power and People’s Congress in autonomous regions shall have the right to formulate autonomous regulations according to the development conditions of the economy,politics, culture and other aspects in the regions. As an important link of carrying out and implementing the system of regional national autonomy, the quality of formulation and implementation of autonomous regulations are closely related to the realization of the materialization and legislation of regional national autonomy.As our country put forward and carry out the policy of governing a country by law, we have made great achievements in legal construction in the legislative, administrative and judicial.However, as the development of our country’s regional legislation work lags relatively behind, there are still a lot of problems in the formulation and implementation process of the autonomous regulations. Therefore, how to establish good autonomous decree has become a topic discussed by many scholars. Based on the existing research results for reference, the article provides a relatively specific and comprehensive combing and summary for questions such as the concept and nature and characteristics of autonomous regulations and the legislative status, and also gives further analyses on the existing problems in the text content of autonomous regulations of autonomous prefectures and autonomous counties (or banners) in our country.In addition, the author also puts forward his own proposal on how to improve the content of the autonomous regulations.
