Research On The Functions Of The Government In Industry Transformation Of Resources City

Industry transformation is the common problem of the resource-based cities in the process of development.The non-renewable resources and resources of the city’s historical development of the law determines the resource-based cities can not rely solely on resources to achieve healthy development.Due to the government’s strategic vision and management level and other issues,if these cities ignores the sustainable development and do not realize the industrial transformation in time,a series of economic,social,environmental and livelihood issues will be triggered,which will be a serious challenge of the city’s economic development and social stability,and even leads to the city’s slump or disappear.Therefore,resource-based cities must be vigilant in peace,planning in time,relying on regional characteristics for industrial restructuring and upgrading,developing a recycling economy and a diversified economy,in order to enhance the city’s ability to resist risks,promoted the competitiveness of the city.The government should also actively improve the urban infrastructure conditions,create jobs,improve people’s livelihood,maintain stability,and ultimately promote resource-based cities to achieve sustainable development.From the experience at home and abroad,it takes many years for the resource-based cities to achieve industrial restructuring successfully,by careful planning from the political,economic,cultural,ecological and other aspects,which is a severe test to the government.In this context,the paper studies the industrial transformation of resource-based cities and explores the orientation of government functions in industrial transformation in order to expect the government to formulate a more successful transition strategy and play a more appropriate role.Based on the theory of sustainable development and the theory of government policy,this paper expounds the practical problems and the transformation conditions in the process of resource-based urban transformation through empirical analysis.This paper takes the largest coal resource city in China-Erdos City as an example to carry out specific research,describes the current situation of the coal industry structure Ordos City,the existing problems and contradictions,and on this basis,proposed strategies and methods of resource-based city government how to play a functional role in industrial restructuring process:First,change the concept,strengthen the government effectiveness construction;Second,play the role of tax policy and enhance the competitiveness of the industry;Third,optimize the industrial structure,overall development;Fourth,attention to the development of other industries;Fifth,research on the social security system in the process of transformation.The paper aims to provide a way for the transformation and development of resource-based cities through the study of the function of government functions in the transformation of resource-based cities,and provide reference for how the government can carry on its function.It is expected that the government of the resource-based cities will be able to adjust the functions according to the process of industrial transformation and scientifically formulate policies to promote the transformation of the industry,truly improve the government’s governance and service levels,and ultimately achieve the city and regional prosperity and social development.
