Urban Management Law Enforcement’s Problems And Solving Polices

Urban Management Law Enforcement is the inevitable outcome of transforming and urbanizing China which has system features.Its conflicts and problems are widespread concerned by society.Unless analyzing the problems under the background of social transformation and urbanizing,we can’t find the deep reasons from a single departmental view.Through analyzing the progress of the system of Relatively Centralized Administrative Penalty Power and Urban Management Law Enforcement,this paper ensures the necessity of the existence of urban management,studies on problems in law enforcement.For the reasons,the paper emphasizes on “ Minor Violation”,attention focus that social media has been pursuing,and public’s prejudice on Urban Management.All these foment and aggravate the development of problems,are not good for the society.From the perspective of Public Management,this paper takes Lianyungang Urban Management Bureau for example,and holds the view that the necessary premise to solve the problems of Urban Management is to face the conflicts actively,not to avoid them.Then Urban Management Bureau should take the whole society part in law enforcement activities,respect social spontaneous order and explore the appropriate role of market.
