Villages and towns in poor areas are lagging behind in economic and infrastructure,making it difficult to attract talented people.How to make an effective incentive mechanism for township civil servants in poverty-stricken areas,and fully mobilize the enthusiasm and motivation of the township civil servants,so as to effectively realize the fiunctions of the township government has become a top priority.This paper uses the research methods of literature research,questionnaire survey and interview to study the case analysis of the incentive mechanism of the civil servant in G township of Debao county to study the incentive mechanism of township civil servants in poor areas.In the poor areas,township civil servants have difficulties in working and living conditions,heavy work pressure,heavy responsibility for economic development,long-term low welfare benefits,and long-term sub-health status.The incentive mechanism of township civil servants in poverty-stricken areas is composed of remuneration,promotion,rewards and punishments,assessment and training mechanism.As in the non-poverty-stricken villages and towns,there are no obvious differences in the implementation of the incentive in accordance with the contents of the Civil Service Law.This paper investigates the current situation of civil servant incentives in poverty-stricken areas,and finds that the overall incentive deficiencies,the supply and demand deviation of incentive factors,the formalization of assessment,the impeded promotion mechanism,the imperfect training mechanism,etc.Based on Victor H.Vroom's theory of expectation,this paper analyzes the causes of invalidation of incentive for township civil servants in poverty-stricken areas,mainly including the absence of expected value incentive,the absence of media incentive and the absence of remuneration incentive.Compared with villages and towns in non-poor areas,townships in poverty-stricken areas have different popularity of the position and different incentives concern.Therefore,motivation models which is based on post incentive,the performance incentive to be guarantee and the reward incentive to be the result of the incentive model is to solve the township civil servants lack of incentives in poverty-stricken areas and "tailor-made"incentive mechanism of effective countermeasures.
