The Research Of Social Organizations Involved In Environm Ental Emergency Management

Due to many factors,society organizations,in environmental emergency management systems,has not yet formed an effective system and worked as intended.Thus,it has a strong theoretical value and practical significance to analyze the society organizations involved in environmental emergency management.This paper puts the concrete examples of Tianjin Port explosion as the entry point,which analyzes the functions and defects by government in emergency management,as well as contribution by government in emergency management and obstacles and limiting factor involved in the process.At the same time by drawing on the experience of western countries and combined with our government emergency management situation,this paper puts forward more improvable strategies from four dimensions,which have included the political capital,social capital,economic capital and human capital,of society organizations involved in government emergency management.The first part of the paper starts with the research background and significance,domestic and foreign research status,research ideas and methods,including manner of environmental emergency management,model of foreign environmental emergency management,and status of environmental emergency management of our country and so on.The second part of the paper proposes the theoretical basis of society organizations involved in environmental emergency management from cooperative governance theory and self-organization theory.At the same time based on government emergency management situation,it studies the feasibility and necessity of social organizations involved in environmental emergency management.The third part of the paper from the Tianjin Port explosion summary outlines the emergency measures taken by government in the face of bombings and shortcomings,and discusses the outstanding contribution made by social organization in the event.The forth part of the paper mainly by research results of society organizations involved in emergency management by Western countries,provides a reference for the establishment of society organizations involved in emergency management system.The fifth part of the paper puts forward a improvement strategy for social organizations to participate in environmental emergency management.Based on the analysis of problems and factors,drawing on the basis of experience of foreign countries,this paper puts forward a improvement strategy from the perspective of political capital,economic capital,social capital and human capital of social organizations involved in environmental emergency management.
