In the 20th CPC report,we should strengthen our ability to respond to major public emergencies,correctly implement disaster prevention,relief and mitigation strategies,form a new pattern of government-led and multi-subject coordinated governance,and build a modern emergency management system.At the present stage,the domestic emergency management system is still not perfect,mainly manifested in the high authority and control of the government,and the lack of participation of other participants.In the process of dealing with major earthquake disasters such as Wenchuan,Lushan and Yushu,problems such as insufficient social participation and insufficient coordination among government departments and regions were exposed,resulting in problems such as disorderly operation of emergency management and low efficiency of the use of emergency resources.Government in the earthquake disaster emergency management should play the role of guidance and macro planning,but due to natural disasters,the sudden and uncertainty cause the government cannot give effectively in a short time,whether information,materials and personnel problems need a certain buffer and preparation time,the government reserve requirements and integration ability is higher,so for natural disasters need the social from all walks of life and the government,a multiple subject coordination linkage,establish a new pattern of collaborative governance,to timely,quickly and effectively respond to all kinds of natural disasters,create efficient scientific system of earthquake preparedness and mitigation of emergency management.This thesis selects Beijing earthquake prevention and emergency management as the research topic,The establishment of earthquake prevention,disaster reduction and emergency management system with multiple subjects,departmental linkage and the participation of the whole people as the research focus;On the basis of the study of the domestic and foreign literature,With the collaborative governance theory and the public crisis management theory as the theoretical framework,Constructing the research method system based on the SFIC model;Analyze the initial conditions,catalytic leadership,system design and collaborative process in the emergency management of earthquake prevention and disaster mitigation in Beijing,Discover the asymmetry of grassroots emergency management information,low quality of emergency plan and weak awareness of earthquake prevention and disaster reduction,Determine the weak coordination consciousness of governance subjects,Poor leadership of the government organizations,Defects in the emergency response plan,emergency legal system and emergency response mechanism,Insufficient coordination among the participants is the root cause of the problem.Based on the theory of collaborative governance and public crisis theory,the author proposed strengthening collaborative governance concept,enhancing government organization and coordination ability,improving the multi-subject coordination system,and improving information support and support;promote the unified management of earthquake prevention and disaster reduction and the national emergency management system of"total disaster and major emergency",and comprehensively improve the emergency management level and government governance ability.This thesis,the collaborative governance theory in the field of political science and public management within the category of public crisis management theory,from the political level of earthquake emergency management problem further analysis,find the root of the problem,is the supplement of public management theory,but also to improve the ability of government governance innovative exploration.
