A Study Of The Construction Of Public Security Intelligence Culture

Constructing the socialist cultural power is the party Central Committee's strategic decisions from the national level.Accordingly,the Ministry of Public Security made program to promote the cultural development of public security organs,which blew the horn of cultural construction of public security organs.On the one hand,the intelligence department is an important part of the public security organs.With the deepening of the cultural construction of the public security organs,the cultural construction of the public security intelligence department should also be actively carried out.On the other hand,with the deepening of the intelligence-led policing strategy,public security intelligence department while has achieved good work results,but at the same time,some problems appears,such as unclear job location and unclear core business.These problems reflect to a certain extent that the intelligence department has not yet completely reversed the inherent concept of intelligence,lack direction guidance of advanced intelligence culture.Accordingly,either the overall requirements of cultural construction,or the actual needs of public security intelligence work,public security intelligence cultural construction is essential.On the basis of studying the intelligence culture in various fields,cultural research and cultural related concepts,this paper analyzes the characteristics and influencing factors of public security intelligence culture,comparing the public security intelligence culture between ancient and modern.It has come to a conclusion that time,territory,politics,economy and other factors will effect the formation of public security intelligence culture.We must construct public security intelligence culture according with our national conditions and era characteristics,which is not only helpful to unify thoughts,clarify the direction of public security intelligence work,improve the combat effectiveness and cohesion of the public security intelligence team,but also to provide a good cultural foundation and the inexhaustible spiritual power for promoting the development of public security intelligence.Combining the research status of China's public security intelligence theory and the actual situation of public security intelligence work,this study puts forward an idea of public security intelligence,whose main contents are safe and reliable confidentiality culture,cooperation and win-win shared culture,standard unified culture,scientific and intelligent innovation culture,rigorous and accurate data culture,and demand-oriented service culture.And this paper will explore specific measures to implement the cultural constitution from values shaping,top design,concept materialization,norms,education and training,assessment and so on.
