Research On The Construction Of Public Security Intelligence System Culture

The public security intelligence culture is the intelligence reflected in public security work.It is related to the rules and regulations,practices and core values and attitudes concept of intelligence formed in its collection,use and sharing as well as the development of public security intelligence technology.Public security intelligence culture plays a fundamental role in the formulation of the public security intelligence strategy,the layout of the intelligence activities and the overall public security intelligence work.It can be divided into three levels,namely,information material culture,intelligence system culture and intelligence spirit culture.The public security intelligence system culture constrains the behaviors of intelligence department and policemen.The system culture is the carrier of management method to achieve the intelligence goals,containing the value concept of the public security intelligence organization and personnel.Actually speaking,the system culture in local public security departments differs from each other.Therefore,establishing the public security intelligence system culture becomes a subject in need of incessant exploration for the intelligence work progress.This current research adopts the methods including text analysis,behavior analysis and questionnaire.It collects system texts from public security intelligence department in a central province.Then it classifies and analyzes the work column content in this department,and distributes related questionnaires to the provincial public security intelligence departments.Generally,this research analyzes the current situation and defects of public security intelligence system construction from system concept,system design and value orientation in three dimensions,including rules and regulations,behaviors tendency and emotion cognition.Such dimensions are corresponding to the the methods of text analysis,behavior analysis and questionnaire.Besides,it illustrates the behaviors tendency of public security intelligence organization and personnel from three aspects of intelligence personnel,intelligence products and behavioral performance.Then it also explains the cognitive understanding and value concept of public security intelligence organization and personnel from five perspectives of the system culture and the execution status.Through the aforesaid analysis,it figures out the unsuitable system design and execution in its construction process,and the culture insufficiency due to the backward concepts.In the end,the research exhibits a series of countermeasures including perfection of system design,powerful execution of system,the establishment of correct value orientation and sound system culture environment,etc.
