Nowadays,international community has entered an era facing global challenges.Terrorism,as a non-traditional security issue,has gradually become the biggest factor which poses a threat to international society and human race.At the same time,with the development of urbanization,cities have gathered many social factors such as goods?funds?labor force and technology.To study the urban critical infrastructure prevention and anti-terrorism problem is of great necessity because of cities' large population and strategic goal as well as the main target of terrorist organization toward the urban critical infrastructure.Three-dimensional public security prevention and control system is the modernization theory model of social security system our country has put forward under new era and situation.To study the antiterrorism of urban critical infrastructure under three-dimensional public security prevention and control system is not only the necessity of constructing urban critical infrastructure in an overall and systematic way but also the demand to the construction of peaceful China based on national conditions.To study the anti-terrorism of urban critical infrastructure under three-dimensional public security prevention and control system aims at ensuring the safety and normal operation of urban critical infrastructure as well as promoting public sense of security and satisfaction under the leadership of the party and the government,dominated by the public security and actively cooperation with related department to fully mobilize social forces and form a materialization and socialization systematic project to control the terroristic risk toward urban critical infrastructure.We can find the construction theoretical basis toward urban critical infrastructure by combing the related method and law policy of urban critical infrastructure.On the basis of analyzing the national anti-terrorism strategy and anti-terrorism dilemma toward urban critical infrastructure,we can construct the anti-terrorism system in terms of basic components,construction principle and construction thought.We also aim to promote the pertinence and effectiveness of the anti-terrorism system of urban critical infrastructure by evaluating the anti-terrorism system of urban critical infrastructure based on the theory of risk management and crisis management by ranking its risk through risk assessment.We can find an anti-terrorism path by working out terrorism prevention net,perfecting anti-terrorism mechanism and constructing the anti-terrorism structure.To maintain the social stability and promote the construction of peaceful China can be achieved by the joint effort of the whole community.
