With the rapid development in social economy,the speed of urbanization is increasing,and the appearance of a city is also rapidly changing.While people are enjoying the benefits of urban development,they are also concerned with the many problems arising from urbanization.As a result,the issue of urban administration enforcement emerges,and comes into the view of the general public as a byproduct of urban development.Urban administration enforcement has achieved a great result in terms of protecting urban environment and safeguarding the orders of public life.However,we need to be aware of the fact that,various incidents of violent enforcement and violent resistance to enforcement,resulting from over simplified management style,lack of emphasis on service and rough enforcement behaviors,remain to be some of the major negative elements that restrict the healthy development of an urban society.A more deep-rooted,systematic reason for these problems lies in the fact that the existing enforcement system for urban administration suffers from a chaotic management,an ambiguous allocation of duties and responsibilities,as well as an underdeveloped legal system.The "Guiding Opinion by the China Communist Party Central Committee and the State Counsel on Further Enhancing the System Reform of Urban Administration and Improving Urban Management" is the first regulatory document issued at the central government level with an all-rounded plan on urban administration.It marks the formal start of the nation-wide reform for urban administration system in the field of municipal management.In light of this trend,this article aims at looking into the existing enforcement system of Huizhou city's urban administration.As a second tier city,Huizhou city typically reflects the many problems that exist in China's urban administration enforcement system.From the perspective of the system's internal construction,there are issues relating to incomplete organization and staggered staffing,resulting in the lack of ownership and independence for the urban administration enforcement agency and the low efficiency for enforcement.From the perspective of external operation,there are issues relating to the lack of enforcement grounds,ambiguous enforcement scope,as well as the lack of supervision and facilitation,resulting in problems such as insufficient enforcement,violent enforcement and violent resistance to enforcement.Therefore,this article will study Huizhou city's urban administration enforcement system.By looking at the current system,this article will attempt to uncover the existing problems and explore their causes,and will try to put forward some suggestions to perfect Huizhou city's urban administration enforcement system,in the hope of offering some reference and guidance to the reform of Huizhou city's urban administration enforcement system.
