Study On The Reform Of Urban Management Administrative Law Enforcement In Binhai New Area

At present,the level of modern urban construction is gradually improving,urban management is increasingly onerous.In order to conform to the major trend of economic restructuring,The state is striving to transform government functions and reform the administrative law enforcement system.In order to thoroughly implement the guiding opinions on deepening the reform of urban law enforcement system and improving urban management issued by the central committee and the state council and the relevant instructions of the municipal party committee,and in order to solve some practical problems in the development process,Binhai new area actively promotes various reforms.Although some substantial results have been achieved,they are still inadequate.Based on actual research,This paper has theoretical significance and practical value in studying the reform of urban management administration law enforcement system in Binhai new area.It can provide reference or guidance for the practice of administrative law enforcement reform in the whole city or other areas.The paper is divided into six parts:The first chapter introduces the background of the topic selection and the significance of the research.At the same time,some domestic and foreign related studies have been referred to clarify the thinking and methods of the study.The second chapter selects the theory of urban governance and good governance as the theoretical support of this paper based on the definition of relevant concepts.The third chapter is the reform of administrative law enforcement system in the new district.It will discuss the reform background,current situation reform,content adjustment and reform characteristics of administrative law enforcement system.The fourth chapter is the comparison before and after the system adjustment.The organizational structure and operation mechanism,right structure and staffing,classification and transfer of law enforcement matters will be discussed.The fifth chapter is the analysis of the existing problems of its urban management administrative law enforcement system.It mainly develops from four aspects:legal system,subject of law enforcement,supervision and inspection and law-enforcement personnel.The six chapter proposes corresponding solutions according to specific problems.
