Research On The Benign Interaction Mechanism Between Fishery Organization And Government In Fishery Resources Management

In 18 th Nation Congress of the Communist Party of China,it puts forward “Marine power” strategy,the sustainable development of fisheries resources in China are confronted with unprecedented opportunities and challenges.In order to improve the ineffective management of fishery resources such as weak government management and low efficiency,the benign interactive relationship with fishery organizations has become the optimal choice of the government.However,this benign interaction is difficult to form spontaneously,achieving the sustainable development of fishery requires mechanism construction and policy research guidance.In the premise of defining the concept of fishery organization and management of fisheries resources,this paper is based on the government and the market failure theory,voluntary failure theory,governance theory,resource dependence theory,political participation theory,and combining with the specific situation of China,deeply analyzing the respective function of the current fishery organizations and government in the management of fishery resources and discussing the necessity of the interactive relationship between fishery construction organizations and the government,at the same time,analyzing the interaction problems of the current government and the organization of fishery fishery resource management.On this basis,constructing benign interaction “five in one” fishery organizations and government mechanism,and select the “Zhejiang Dai fishing 11307” typical case,according to the“five in one ”mechanism to do empirical analysis,complete the “five in one” mechanism and put forward relevant policy suggestions.The full text is divided into eight parts:The first part is introduction.This paper introduces the background and significance of the research,analyzes and reviews the current research situation at home and abroad,and briefly introduces the research contents and methods,possible innovations and shortcomings.The second part is the definition of the concept and theoretical basis.This paper defines the concept of fishery resources management and fishery organization,defines the scope of research,and constructs the theoretical support of the interaction between fisheryorganization and government.The third part is the necessity of the interaction between fishery organization and government.This paper analyzes the function of the current fishery organization and government in the management of fishery resources,and analyzes the necessity of the interaction between the two groups.The fourth part is about the interaction between fishery organization and government in the management of fishery resources.From the perspective of resource dependence,applying the comprehensive analysis of the use of literature and other research methods to analyze and research the interaction relationship between China's fishery organizations and government issues,clarifying the current non-balance between the China's fishery organization and the government.The fifth part is the construction of fishery organization and government management of fishery resources in the benign interaction mechanism of “five in one”.Based on the non-balanced dependence of fishery organization and government and unreasonable factors of interaction,this paper analyzes from the five aspects: the legal mechanism,benefit mechanism,culture mechanism,information mechanism,supervision and management mechanism to construct and optimize the relationship between fisheries organization and the government.The sixth part is the empirical analysis of the benign interaction between fishery organization and government in the management of fishery resources.Selecting a typical case,using of empirical method by constructing benign interaction mechanism the “five in one” the rationality,validity and feasibility.The seventh part is the policy suggestions to perfect the positive interaction between fishery organization and the government.Through empirical analysis,from the ideological and organizational basis to multi-angle improve fishery organization and the government of “five in one” interaction mechanism and to promote the benign interaction between the formation of policy suggestions in order to achieve the sustainable development of fishery resources in china.The eighth part is the conclusion.
