The Research On The Administration Of Foreign NGOs Located In Russia From The Perspective Of National Security

Non-governmental organizations(NGOs),also known as non-profit organizations,social joint organizations.The increasing number of NGOs represents the development of the global civil society in the second half of the 20 th century.With powerful activity ability,abundant funds and various experience of multi-field activities,foreign NGOs step into Russia accompanied with democracy reform of Gorbachev.Its development has experienced the Gorbachev and Yeltsin,Mr.Putin and Mr.Medvedev four leaders five stages.Study foreign NGOs situation shows that: in Russia America has the largest number of foreign NGOs;foreign NGOs are mainly distributed in the European part of Russia,especially in Moscow and st.Petersburg;the humanities type foreign NGOs accounted for the largest;education science and culture are the main areas of most foreign NGOs;defending human rights costs the most money;preserving children's interests is the priority of foreign NGOs in 2010.On the one hand,the activities of foreign NGOs in Russia contribute to the country's progress and development,but on the other hand,they threat Russia's national security and political stability.Some foreign NGOs aid Russia's opposition,secretly gather information,do serious damage to Russia's national interests.In addition,foreign NGOs took part in the "color revolution" in several countries of central Asia which made the Russian government raise the alert and take series steps to strengthen the control of foreign NGOs,such as change the law,support national non-governmental organization and carry out the policy of "controllable democracy".Through the above measures the Russian government preserve national security and interests.In 2016 the Chinese government enacted the administration law on foreign NGOs activities within the territory of the People's Republic of China,which provides legal protection for foreign NGOs activity in China from the height of the country for the first time.Researching the Russia's foreign NGOs activity from the Angle of national security provides the beneficial reference on foreign NGOs control for our country.
