A Study Of Motivations System Of International Police Cooperation

International police cooperation has lasted for two centuries in the history.Faced with the reality with more prominent globalization trend and global governance problems,the police cooperation within the international society will be closer.To ensure the smooth cooperation,we must understand clearly the factors that are playing the key roles and know how to apply them to the practical cooperation.The driver analysis framework of the international police cooperation of this study is based on the Engels theory of historical resultant forces and the Theory of Realism of International Relations.By looking back to the history and discussing the key issues,this study abstracts the important factors in pushing the process of international police cooperation and builds the analyzing framework providing with new theoretical views and thoughts to explain and judge the history process of international cooperation.When observing the development history of international police cooperation,we can see that it’s not that smooth all the time.The early international police cooperation aimed to protect the benefits of the ruling class in a small range by combating the people with different ideas in political and police area.Later,with the vocational development of police,the key of the international police cooperation transferred from political area to combating criminal crimes,which helped to gain the booming period of police cooperation.However,the following outburst of the two world wars and the cold war after the Second World War cut the original cooperation network.Since then on,police began to combine with army.With the strengthened guidance of governments to police organization,police began to shoulder more responsibility in safeguarding national security.The application and promotion of Internet after Second World War boosted the rapid development of global integration leading to faster validity of personnel and objects in the globe and the increasing trend of trans-national crime.Drug smuggling,terrorism and the organized crimes are no longer the social security of any singular country,but becoming the global common issues.The strong desire to cooperation promotes the international police cooperation into multi-polar development time,as police from different countries realizing globalized,multi-layer and tridimensional partnership from building police liaison system and bilateral police cooperation system to participating into international police cooperation organization.After 9·11 Incident,the anti-terrorism actions of all countries bring some changes to a series of functions and organizations to the police institution among which,the anti-terrorism has become the key area in international police cooperation.By looking back to the historic development of police cooperation and analyzing the concrete modes of police cooperation among countries,this study sets the analytical framework and generalizes the drivers in promoting the police cooperation development into five factors of legal relation,national security,police professionalization,police culture and globalization.In addition,driver analysis framework is used to testify the European police cooperation and to demonstrate how each factor can act on the process and its mutual effects.On the basis of discussions on the mutual effects of the drivers and the cooperative meaning of these drivers,this study puts forward the discussion on the development trend of international police cooperation.
