At present,China’s automobile industry is in rapid development period,with the improvement of people’s living standards,China’s private vehicles,passenger vehicles and freight vehicle purchase rate increase in more than 30% years,the vehicle Car Buying big data lead to the motor vehicle driver’s license number is rising rapidly.According to the Ministry of Public Security Traffic Management Bureau statistics,by the end of 2016,China’s vehicle population reached 290 million,among them,194 million cars,motor vehicles accounted for 66.90% of the total;the current motor vehicle driver 360 million people,among them,the driver of a car more than 310 million people,accounting for 87.49% of the total for all drivers.From the number of new car drivers,the new car driver 31 million 290 thousand people,accounting for 10.09% of the total car driver;from the driver’s driving experience,1 years driving experience with the driver of 33 million 140 thousand people,accounting for 9.27% of the total number of drivers.And,this data will continue to maintain a good momentum of growth,motor vehicle driver growth exceeded the growth rate of motor vehicle ownership.Such a large number of motor vehicles,increasing the number of new drivers,the existing driver examination system presents new challenges.The current test driver,there are many disadvantages,such as the examination process cumbersome,inefficient,the examination examination standard is not uniform;and,as affected by human factors,one will lead to the driver of the examination scores to determine differences,on the other hand to the test officer group creates opportunities and conditions of favoritism;a direct result of the consequences of the examination evaluation is not scientific and objective,not a system,which directly affect the driver examination quality,then put forward the challenge to the credibility of the government.Facing the present severe form,all levels of government,departments at all levels to actively take measures to put forward the slogan of "police training and instructions,requirements of the law as the criterion,through the improvement of new technology,new equipment improvement,improve the traffic management level of China’s modernization,intelligent,systematic as soon as possible.Based on this background,this paper first reviews the promulgation,implementation and revision of the Ministry of public security order,which leads to the change of the driver examination system reform.The traffic police detachment to XX as an example,from the driver training institution,the government level and the three party level,discusses the current driver test management process and the existing problems,and analyses the various causes of the problems,at the same time through the optimization of the process of examination put forward specific improvement measures,so as to solve all kinds of the problem.Finally,according to the specific optimization process of the three levels,the paper also studies the follow-up measures to ensure the effectiveness of the process optimization.Through the theory research of this paper,aiming to optimize the XX traffic police detachment of people driving each link of the training institution,the government level and the three party level driver examination management level,find out the causes of the problems,more humane,more perfect scientific management process,expand the electronic evaluation content,realize scientific and information technology and the standardized management of the driver examination,and strive to build open and orderly,fair competition,service quality,standardized management of the driver examination system,solve the training in the exam is not convenient,not standardized,not economic problems.
