The Research On The Construction Of The American Counterintelligence System After 9/11 And Its Enlightenment To China

Counterintelligence is the general term for the enforcement of intelligence activities to prevent attacks,sabotage and subversion of foreign forces,organizations and individuals,and to ensure the security of national intelligence and the effectiveness of intelligence operations.Counterintelligence of the United States began with the counterespionage during the War of Independence,and its contents mainly concentrated in the traditional security fields such as politics,military affairs and diplomacy.After the 9/11 event,the American Counterintelligence community has established a complete theoretical cognitive system from the aspects of counterintelligence dimension,working principle and analytical model,and provides theoretical guidance for American Counterintelligence practice.The United States released five National Counterintelligence Strategy of the United States of America in 2005 to 2016,standing height of national security plan for counterintelligence;accelerate the pace of counterintelligence legislative and institutional reform,use positive means to carry out counterintelligence activities,and strengthen counter-terrorism,network security and other non-traditional security field of counterintelligence.The series of reforms after 9/11 event prompted the American counterintelligence community to establish a counterintelligence system with learning and reference value in theory,strategy and practice.Since the new century,in addition to the traditional security threats to ideology,military,political and other aspects,China is also facing non-traditional security threats from terrorist organizations,transnational criminal syndicates,non-governmental organizations and other national rivals,which performed as the economic spy,academic penetration,stealing scientific research,network monitoring,hacking,terrorist attacks and other forms.From theoretical research to practice,however,China does not pay enough attention to counterintelligence work,which will lead to the failure of intelligence activities,even lead to serious mistakes for intelligence activities utilized by opponents.Based on the experience of counterintelligence practice and system construction of American,this study takes counterintelligence threats and challenges facing China as the starting point,and takes Overall National Security Concept put forward by Xi Jinping as the guide,explores how to construct our counterintelligence system from three aspects: multi-field mechanism,multi-level defense network,multi-path counterintelligence strategy countermeasure.Counterintelligence institutional mechanism includes the improvement of legislation,strategic planning,organizational collaboration,talent training and so on.Counterintelligence defense network includes industry independent control,improve the awareness of counterintelligence,improve the personnel access and classified information authorization system,strengthen daily intrusion detection,emergency plan and backup system.Counterintelligence strategy countermeasure includes the comprehensive use of investigative methods,enhanced counterintelligence analysis,implementation of strategic deception and so on.
