This paper examines the stated U.S. goal of achieving a strategic counterintelligence capability and explores new ways of applying a counterintelligence strategy against the People's Republic of China. This work posits that a strategic approach is needed to address China's overwhelming espionage activities directed against the United States. Because the U.S. counterintelligence architecture is divided among several disparate entities, policy makers will have to take the lead in fostering community action and identifying counterintelligence priorities. |
