Research On The Act Of Government In Social Management Innovation Practice In SHISHI

China has gradually entered a critical period of economic transition and social transformation.In this period,Some deep-rooted contradictions and problems began to highlight,new social demands and new social contradictions gradually emerging.Although the social management improved,relative to social development,social management still lags behind.To this end,the social management innovation is very urgent.How to innovate social management innovation and enhance the efficiency of social management have became a major strategic task of the Party committees and governments at all levels.Shishi is a coastal County-level city in Fujian province.As the experimental and leading area of china 's reform and opening-up,the degree of Shishi's industrialization,urbanization,marketization is in a leading position.According to the thinking of “Full-area urbanization”,Shishi vigorously carried out the integrative construction of Urban and Rural.But as the deeply reform of economic system,deep change of Social Structure,profound adjustment of interests pattern,the contradictory social problems became complex,multiple,changeable,and social management faced face an unprecedented challenge.Based on the objective reality of Shishi City and the background of “Full-area urbanization”,the article maked an empirical study on the practice of Shishi Government's social management innovation,analysed the main practices and existing problems,pointed out the causes of the problems are the government's "Economic Man " features remaining prominent,the role dislocation of government in community management,social organizations to participate in the public service lacking independence,law building of public participation lagged.Using domestic and international research results for reference and combining closely with the government behavior,the article bring forward feasible countermeasure to promoting the development of Shishi Government's social management innovation.Shishi Government should deepen administrative reform,promote the reform of community management system,cultivate and develop thesocial organization,build the law guarantees of public participation in social management.
