Study On Social Management Innovation Of Wujiang District Suzhou City

China is currently in an important period of strategic opportunities-- rapidly growing economy, complicated and changeable social environment. Traditional social management mode doesn’t adapt to the development of economy and society, so how to strengthen the social management innovation is a challenge in front of the government and academia, which is a hot topic put forward in the period of both opportunities and challenges.The perspective of the research is the basic-level social management innovation which focuses on the basic-level society. The basic-level social management is a combination of policy and practice, which cannot only reflect the policy operability and its actual effect, but also the problems. Research form the basic level has a reality-oriented meaning. Wujiang District of Suzhou city is located in the economically developed Yangtze River Delta region, in which the social management innovation started earlier with a certain practice and experience. Adopting the empirical research method, this paper chose Wujiang District of Suzhou city to carry out the investigation for specific research. It can help us fully understand and summarize the practice and experience of innovation social management, devoting ourselves into looking up the shortage and weakness existed in the innovative social management during recent years. According to Wujiang, the special case, we can summarize the basic-level social management innovation direction of reform and developmental path, which provides a reference for other basic-level governments to launch the innovation of social management.This article chose Wujiang District Suzhou City as the research object, studying the research of the social management innovation with document research and case study. Firstly, this article illustrates the relative theory, defines the concepts of social management, social governance as well as social management innovation; Then analyzing on the practice of social management innovation in Wujiang, which shows a comprehensive display of Wujiang social management innovation from early to now. The article sums up four aspects in the innovation of social management, they are developing the project of the social management innovation, carrying out the "grid" management at the grass-roots level, constructing the social information platform intensively, and strengthening cooperation to promote the social management jointly. Meanwhile, it points out the current weaknesses that still exist in social management, such as the transformation of government functions, community service and autonomy, social organization construction, the management of floating population and so on. Finally, combining with the situation of strengthening social management innovation in Wujiang, various developmental directions including adjusting the functions of the government, improving the community service and autonomy, speeding up the construction of social organizations, figuring out the problem of the information sharing, the flow of personnel management, and the construction of legal system of social management should be put forward perfecting the mechanism and improving the method.The innovation of this paper is taking the reality of Wujiang District as a specific example, combined with the local social management innovation practice and successful experiences, and tries to find out some guidance and direction for the basic-level government under the background of rapid development economic society and benefit diversification of basic-level.
