The Research On Problems And Countermeasures Of E-government In Shenzhen

With the development of social modernization and information technology level,the government has begun to attach importance to the development of e-Government.Promote the development of e-Government is good for the communication of government and people,promote transformation of government functions,value the administrative fairness and save costs.This has a great significance.Which have been verified in the practices of advanced foreign countries.Relative to economic and social development,e-Government is not mature yet in the whole world,at an initial exploration phase.New ways and practice are active in the world.Development of e-Government in China has been moving in the right direction,and has achieved some success.Shenzhen e-building has been for decades,the economic condition is more mature.It can provide strong support for information infrastructure.His speed and level of development is good enough.From the long term,the problems appearance now should be solved in time.This paper has used the NPM(new public management)and Theory of Public Choice to analysis problems.The research is about the issues of e-Government in Shenzhen.Use case analysis,empirical analysis,systems analysis and questionnaire survey combine with statistical analysis methods to analyzing the basic profiles of e-Government construction in Shenzhen.These measures are directed at the specific case summary,some theoretical sense.By describes the present situation of the development of e-Government,the Framework of e-Government,the features and the success of e-Government.I collected and disposal data of public feedback through the questionnaires.Use the relevant theory to simple analysis the cause of these problems.The study shows that the main question of e-Government of Shenzhen are information security inadequate,lack of professional civil servant,insufficient government investment in e-Government funding,excessive centralization management of e-government cannot satisfy the public demand,inadequate legal system and regulations,and lack of effective supervision system for e-Government.According to the actual situation of Shenzhen,concrete question concrete analysis,propose the practical and concrete recommendations.Studies suggest that Shenzhen Government should be taken to strengthen information security management,training talented civil servant,Government increase the investment of construction funds,gradually turning to decentralized management to the public demand-oriented and improve laws and regulations.Improve the level of e-Government development can promote the transformation of government functions,process reengineering and the Government management innovation,conducive to the normalization of the daily work of government departments,enhance the level of Shenzhen Government department public service,this is good thing.
