Research On Beijing E-port "Single Window" Construction

At present, Global trade growth is slowing, in increasingly fierce international trade competition, international logistics and customs clearance facilitation plays more and more important roles, countries generally use the Single Window as an important measure to improve trade facilitation and simplification of customs procedures, which has achieved remarkable results. China had adopted the Single Window model to launch the e-port project, but in the "fragmentation" of the governmental institutions, each unit of institutions is so difficult to unify the understanding that it is hard to integrate information resources, and over the years the goal of building a Single Window has failed to achieve,impacting on the development of China's cross-border trade and logistics,which should develop more rapidly.Since 2015, China central government has increased the support strength of policy and the guidance to the construction of Single Window,the construction of Single Window over the the country entered a new stage of its' development, China has emerged advanced typical Single Window model in Shanghai, Xiamen, Fujian and other Provinces and cities. Beijing Single Window in accordance with the State Council's decision and deploy, relying on the original Beijing e-port platform, tries to promote the port relevant departments' mutual connection, to establish information sharing mechanism, to structure Beijing international trade single window (hereinafter referred to as the Beijing Single Window)with the characteristics of regional integration of Beijing, Tianjin and Hebei.The construction of Single Window differs from the ordinary information project, especially involving a wide range and high rank of departments, involving the interests of the complex relationship. It should be realized in the construction of administrative management problems under the current system of the breakthrough, it is the government flow restoration, and far beyond the information technology problems to be solved. It needs to learn from the successful experience at home and abroad on in design and construction, management and maintenance system, information sharing and data management mechanism aspect, and it's also necessary to be proved and researched, combined with the practice.Under the increasing pressure of international trade downturn, all countries study and construct the Single Window in different modes and different stages. According to the "seamless government" and"government process reengineering" theory,the author learned by the method of literature research of domestic and international construction as models , especially introduced and refered to the leading merits of"National Single Window" and "regional / global single window" to extract and introduce the leading ideas and construction mode briefly.The sectors of department of Beijing Single Window involved in and the other Provinces and cities who have the superiority of Single Window, have been visited more than 50 times in all. Tried to find out the real intention or situation of the information level of law enforcement departments relevant to Beijing city import and export business by the survey method. Communication with the central ministries closely, and consulted by many business letters many times, to understanding of open data channel processes. Investigated and researched the Single Window of Tianjin and Hebei Single and their logistics informatization status. Go to Shanghai, Fujian, Xiamen, Guangdong, to visit their Single Window working, and came to the conclusion with practical value. By the method of observation, compared the results for the measures taken before and after, to divide the source of resistance into organizational problems or personal problems, for writing the problem analysis.During the process of writing papers, a lot of research harvest have been obtained. Although the article cannot express,in our country's E-government construction period, the efforts of various departments works hard to accelerate the informatization construction. More importantly, precious such research opportunities are, can teach more,Especially when its high density and widely range than more ever. Each information system relevant is a cornerstone of Beijing Single Window.According to the central requirements, the papers sharing more details of the implementation of data sharing, more on the first step, than previous articles. It's no longer macro suggestion or general questions, more specific and practical reference significance.The papers analyzes the advantages and bottlenecks of the period of Beijing e-port construction, and introduces the difference between Beijing Single Window compared with the e-port construction. Introduce and analyses the problems and difficulties of Beijing Single Window during its construction, by referring to foreign mature Single Window construction mode, Single Window system design and experience at home, in order to put forward suggestions and feasible countermeasures for Beijing Single Window construction problems.Although the construction of Single Window costly, the current construction of Beijing Single Window may not be satisfactory, but it is one of the important measures for enterprises to participate in Global trade more conveniently, it had set up a platform, sharing information between departments of government, the government can easlier provide services to enterprises, and have to accept supervision by enterprises, and can be for further development. The aim is to create long chain for information tracking and function controlling from the commodity production to the gate and hatch, for combation of Beijing, Tianjin and Hebei regions as a whole, and to implemented data transmission,information recognition, and law enforcement cooperation between the three cities, for connecting national ports, and even overseas Single Window to build up information fast channel. In addition, BeiJing Single Window should also be loaded to achieve electronic booking, charter,leasing, insurance, payment, freight entrusted damage identification, from the government service platform to transform to the comprehensive service platform for business functions.
