"Freeloading" has been a long-standing problem, which is an insurmountable problem in China." Freeloading " has become a hot topic of concern in today's society.After the mass line of our country to carry out a large number of " freeloaders ", people are shocked by the large number, wide range and so many the forms of " Freeloading ".The "freeloaders" as a large group of parasitic worms encroach upon China's financial resources, causing great losses to the country, to the community a very bad influence.In this context, this paper conduct research about the problem of agencies and institutions 's" Freeloading".In this article, the literatures about "freeloading" are reviewed. The important and difficult points of the research methods and research are pointed out. And this article analyzes the classification and harm of "freeloading". The issue of eating empty rates has different manifestations in different historical periods. Nowadays, the ways of freeloading mainly include the following: individual and collective "freeloading",policy-oriented "freeloading" and idle workers used to freeloading and so on.Freeloading has been a serious waste of the country's financial resources, serious damage to social fairness and justice, seriously affected the credibility of our party and government, seriously hampered the building of incorrupt government. Due to the universality of freeloading, this article is based on a questionnaire survey of the problem of "freeloading" in a certain institution in Hebei Province. The author gets and analyses data through the methods of questionnaires and deep interview. And based on the analysis of the questionnaire data,the author analyzes the reasons for the "freeloading".Including: administrative vulnerabilities in the human resources management of agencies and institutions,less severe legal punishments,inadequate power supervision,and generally low quality of public employee. So, the author puts forward that in the process of building an overall well-off society, deepening reform in the round,comprehensively implementing the rule of law and comprehensively strengthen Party discipline, set up a long-term mechanism for prevent and control "freeloading" by the establishment of prevention mechanism, the establishment of supervisory system, the establishment of punishment mechanism, the establishment of the educational mechanisms. This paper aims to provide effective methods to solve the problem of"freeloading" by dialysis of "freeloading", multivariate analysis of the causes, and prevention and treatment methods with various perspectives.
