President Jiang Zheming has clearly pointed out at the APEC conference that the Human Resources are the first resources. The domestic and foreign facts have shown that the exploitation of human resources in crucial to develop production forces. The international developments of the construction of our modernization depend on the enhancement of the population's quality and the exploitation of human resources in a large degree. The exploitation and development of the economy in the mountain area has been an important topic in the economic development of our country. There has been a huge gap between the economic development in the mountain area and that in the coastal regions in the recent years. The status quo of large quantity and low quality of mountainous manpower has been the big barrier to the healthy development of mountain economy, so is to the further exploitation and development of the mountain area, thus overall and thorough exploitation of the mountainous manpower is the fundamental way to promote the development of the mountain economy and narrow the gap between the economic development in the mountain area and that in the coastal regions. My thesis, taking the mountainous city of Nanping as an example, probes into the exploitation and management of the mountainous manpower, and analyses the status quo and existing problems of Nanping manpower, aiming at finding the strategic measures of exploiting mountainous human resources, so as to provide some theoretical instruction for practice.Exploiting mountainous manpower is a complicated social engineering, concerning many factors, such as the government's, organization's, and market's . It mainly utilizes ways of education, training, health care, motivation, organization and arrangement. The government of Nanping city made a bold trial in the exploitation of human resources, and carried out a strategy of sending many high-quality scientific and high-tech talents to work for the rural areas, which resolved the contradiction between the idle talents in the party and government offices and extreme shortage of talents in the grass-roots units, optimizing the dispense of talents resources of Nanping city. But there exist some problems in the development and exploitation of manpower resources in Nanping city, the local government should learn from successful foreign experiences of developing manpower, in the hight of Nanping city's developing strategy of " to build a sustainable tourist and ecological district armed with new and high technology", then make out a set of strategy of exploiting human resources based on education, training, institution innovation, mountain and coastal region co-operation, thus helps promote the development of Nanping local economy.
