Research Into Historical Changes In Modes Of Chinese Government-driven Urban Community Regulation

At present,community governance is a hot topic of social governance.Urban community is the grass-root governance unit for one nation and society,so community governance is of great importance to maintain the national and social development and stability.Due to the difference in political economy,history,culture and other conditions,different cities take different governance methods.However,the practical exploration of the urban community development at home and the experience of the developing mode of urban community abroad has shown us that autonomous governance of urban community is the final direction of urban community development.China was a feudal society for a long time,which resulted in the hard root of official standard and right standard.Though we have experienced reform and achieved emancipation of thought brought by the policy of reform and opening up,our government and residents are still constrained by the thought of “governance” under the administrative management system in China.Government is accustomed to employing administrative method to all kinds of community affairs,while the residents are used to the role of being governed,so they can hardly obtain opportunity to participate in the community governance,which leads to the retard development of community autonomy.This thesis uses civil society theory,new public policy theory,governance theory and good governance theory to emphatically analyze the transition and development trend of urban community governance in Wenzhou from the perspective of functional structure of community governance.Besides,based on the practical exploration of governance mode of domestic cities and the advanced urban management mode abroad,it explores the general rules of transition direction of urban management mode in major cities in China.The introduction mainly explains the purpose and meaning of research,current situation both at home and abroad,research object and methodology.The second part introduces urban community,the difference between urban community management and governance,the construction and governance of urban community.Then it elaborates on the theoretical basis of civil society theory,new public management theory and good governance theory.The third part introduces the transition of urban community management in China at first.Then with urban community in Wenzhou as the case,it summarizes the operation characters,existing problems and reasons of urban community management mode which is dominated by administration.The fourth part analyzes the beneficial exploration of the management mode of urban community in our country and the experience of the management mode of urban community in foreign countries,based on which it put forward that autonomous management mode of urban community is the major trend of urban community development.The fifth part explains the basic thought of overcoming the difficulties in the management mode of urban community in China—transferring to autonomous management mode.To achieve this transition,we need make efforts to remodel the concept of community governance,understand the operation mechanism of community governance mode,improve the laws,regulations and systems of community,promote the development of non-profitable organization,and enhance the residents' democratic awareness and initiative to take part in the community governance.
