Community Building In Taiwan And Its Implication For Community Governance Of Mainland China

Community as the basic unit of social life,and everyone has a close relationship with community.Mainland China and Taiwan have their own work in community work.Starting from the cultural development,the spirits of Taiwan community building are"bottom-up,public participation,local autonomy",since 1994,after the twists and turns of the progressive development process,has accumulated a lot of successful experience;With the deepening of reform,social transformation,China's mainland community construction at the present stage in the face of challenges and difficulties of the state,should draw lessons from the successful experience of other areas,summed up a suitable situation of compound community governance path,to promote national governance systems and governance capacity modernization.This paper mainly studies the following aspects:first,systematically combing the course of development of Taiwan community,from the community development to the community building;then describes the specific process of community building,Taichung City W community for example,focuses on the analysis of residents,government and the three party intermediary organizations and community relations create,summed up the characteristics of community building in Taiwan;the last research in the theory of national governance systems and governance capacity modernization from the perspective of the Taiwan community on the mainland community governance implications.In the process of community building in Taiwan,residents,government and non-profit organizations play different roles.Residents as the main body of community building,residents in the community is the main force to promote,plays a vital role in the whole process;government policy as promoters,on the one hand to provide policy support,on the other hand is to assist the community party main funds,plus a nonprofit organization of professional and technical guidance,the public-private partnership,to promote community building process development.Taiwan community building,starting from the bottom-up cultural development and comprehensive development model,combined with the current situation of community construction in mainland China,the diversification of Enlightenment of our community construction subject,autonomy should not only give full play to the subject,but also to build a benign interaction between the government and the residents,pay attention to the role of collaborative governance in community construction;community construction technical means,mainly in the community of software construction,organization construction,the trust mechanism of the Internet era of network governance;community construction system rationalization,including policy operation,system construction,program to legal responsibility.The construction of community in the mainland of China has been gradually improved in theory and practice.With the effective management of the community,the society will become better and better,and the country will become better and better.
