Due to the special nature of our geographical location, our country becomes one of the countries deeply affected by the earthquake disasters, caused huge losses to the lives and the safety of our country's economic development. Since the Wenchuan earthquake in 2008, the level of earthquake emergency rescue has been greatly improved, but because of the lack of seismic information, it is difficult to make selections rapidly and accurately for the rescue action projects, and different rescue projects will make different effects on the number of lives.Firstly, we regard the earthquake emergency rescue as object of study, obtaining the effective emergency rescue projects as research target, constructing improved seismic rescue decision model as research content. The thesis is based on the theory of multi-attribute decision, and systematically analyses the subject, the process, the target of the earthquake emergency rescue decision.Secondly,let the Topsis of multi-attribute decision and Fuzzy AHP of weighting method apply to the model of the earthquake emergency rescue-decision respectively, and analyse the results from the Topsis and FAHP with standard deviation and the degree of distinction, and the result turns out that Topsis has better discriminating effect in the project-decision of the earthquake emergency rescue. However, due to the limitations of the traditional Topsis in the weight, we proposed the model of earthquake emergency rescue-decision with the method of AHP-Topsis,and we also make the traditional Topsis and AHP-Topsis apply to the earthquake emergency rescue instance,the compared results prove that the AHP-Topsis is in better reliability and applicability.Finally, we simulate the model of earthquake emergency rescue-decision by Netlogo and setting the parameter. The simulation results prove the superiority of AHP-Topsis based on rescue simulation of the traditional Topsis's model and AHP-Topsis's model with four projects.This study enriches the study of earthquake emergency rescue decision-making, and also offer helps in deciding rescue projects of the actual earthquake emergency.
