Study On The Guarantee Mechanism Of Medical Expenses For Retired Cadres

Retired veteran cadres have made a significant contribution for China’s revolution and socialist construction in the past,and have played an important role in China’s reform and opening up and modernization process.With the development of society,retired veteran cadres are stepping into an aging and,high incidence period,and health status gradually deteriorated,so that the medical expense of retired veteran cadres is experiencing a substantial increase,resulting in a large deficit in the medical fund.Retired veteran cadres Medicare insurance is not only an important part of the retired system,but also and China’s overall medical insurance system development,and affected by the changes of China’s healthcare reform.It is a multi-subject Field,it is necessary to fully consider the socio-economic development and take into account the state finance and the affordability of government departments,public institutions and enterprises to find an effective way to solve the problem.In this paper,it takes Nanchang city as an example.This paper makes an in-depth study on the medical insurance mechanism of retired veteran cadres,and finds out the existing problems and puts forward the pertinent countermeasure,so as to provide a useful reference for further improving the medical insurance mechanism of retired cadres in Jiangxi Province.This paper first introduces the background and process of the retired system,analyzes the main characteristics of the retired veteran cadres system,and then studies the medical insurance of the retired veteran cadres system.Through the comparative analysis of the current basic medical insurance system,the paper expounds the medical insurance of retired veteran cadres.This paper analyzes the present situation and existing problems of the medical insurance of retired veteran cadres in the city,and studies the retired cadres,and analyzes the status quo and existing problems of the retired veteran cadres’ medical insurance.The paper considers the reasons for the rapid growth from 4 perspectives,as for medical expenses,the objective factors,the factors of policy implementation,the induced demand caused by information asymmetry,the moral hazard and so on.By referring to the experience of the medical insurance of retired veteran cadres in other regions and the social medical insurance costs control experience at home and abroad.Finally,the paper puts forward policy recommendations from these three aspects of the government,the supply of medical services,medical services demand side.
