Study On The International Renewable Energy Agency(IRENA)statute

At present,countries around the world pay more and more attention to international cooperation in renewable energy field.They research,develop and utilize renewable energy sources to mitigate global warming,reduce air pollution,protect human health and achieve energy security.Under this background,IRENA(International Renewable Energy Agency)came into being.This paper is based on IRENA statute research.On the basis of the study of the basic content,legal system and the influence of China's entry,the author draws lessons from IRENA statute in terms of legislative purpose,renewable energy education as well as the international cooperation,and with a view to correcting the shortcomings of China's Renewable Energy Laws,make recommendations accordingly.The innovative point of this paper lies in its research perspective of beginning with the IRENA statute,and the major points are as follows: First,in terms of purpose of legislation,controlling global warming,reducing air pollution and protecting human health should be incorporated in the first article of Renewable Energy Law;Second Renewable Energy Law should emphasize the importance of the education on renewable energy and clarify the specific measures;third,the government should attaching high importance to international cooperation in the field of renewable energy and include it in Renewable Energy Law.It is of theoretical value and practical significance to perfect China's Renewable Energy Law.
