After Lee Myung-bak elected as the president of the South Korea, the policy on DPRK from was changed from previous two administrations' exchanges and cooperation to tough policy under the guidance of pragmatism. This kind of policy made the relationship between south and north Korea a serious setback.Their relationship was frozen and broke out military conflict, especially Cheonan incident and Yeonpyeong island shelling incident attracted world's attention. At that time, the situation placed the Korean peninsula on a war footing. In general, exchanges between South and North was almost frozen in the period of Lee Myung-bak administration. They destroyed the political mutual trust which was built by previous two administrations. In the face of serious situation on the Korean Peninsula,Park Geun-hye administration announced the new policy to DPRK which aims at building trust between south and north. The new policy named the Korean Peninsula Trust-building process policy. It gave hope of better ties with North. In fact, there were little progress made on the bilateral relations in past three years and Korean Peninsula still in the tense. It was hard to distinguish Park Geun-hye administration' policy to DPRK from Lee Myung-bak administration's through its diplomatic behavior. It is obviously different from the blueprint of Korean Peninsula which drew by Park Geun-hye administration at the beginning. The thesis adopts interpretation of announced publicly by Park Geun-hye administration's policy to DPRK combines with administration's behavior to further understand Park Geun-hye administration's policy to DPRK.
