The Status And Countermeasures Of The Development Of Home-based Care For The Aged In Yueqing

Aging population is the product of the progress of economic,social,scientific and technological.China has the largest population in the world,and the situation is tough than ever.It is predicted that the aged population over 60 will reach 418 million by 2035 in China,accounts for almost 30%of the domestic population.It is the common responsibility of the government and the society to explore ways to cope with aging problems.It is the great challenge to the government's abilities and wisdom of administration.Home-based care for the aged is prevailing in China because of its meeting the needs of characteristics,improving the life quality,making fiull use of the limited resources and realizing social equity.Moreover,it fills the large gaps in the traditional pension.Yueqing entered the aging society since 1999.By the end of 2015,there are 20.28 million aging people in Yueqing,accounts for 15.8%of the whole population.In 2012,Yueqing launch the services of home-based care for the aged.Based on statistical data and questionnaires,the paper analyzes the status,characteristics of aging population and the demand for pension.We shall pay attention to the insufficient investment of home-based care resources,the insufficient regulation of pension service,the shortage of scientific planning,poor service,the deficiency in social forces,the weakness of team construction.These issues have become the bottleneck of the development of home care for the elderly in Yueqing,which is not benefit for their old age life.There are a number of reasons for the problem faced by home-based care's management system in Yueqing:Lag of service management,immature laws and regulations,unreasonable use of capital investment,and low social participation.According to the successful experiences home and abroad,the paper proposes suggestions to deal with the problems above and improve the service of home-based care for the aged in Yueqing.First of all,the government should increase diversify investment in home-based care;Secondly,strengthening the supervision of home-based care;Thirdly,establish mid-term and long-term development strategy;What's more,we must enrich the activities and improve service quality;Last but not the least,speed up the development of qualified personnel through specialized personnel and volunteer training?...
