Comprehensive Evaluation Of The People’s Livelihood In Qinhuangdao And Its Development Countermeasure

People’s livelihood is closely related to the vital interests of the people and all aspects of the harmonious development of the society and has long been one of the greatest concerns for the party and the government.Comrade Xi Jinping has pointed out that during the 13 th Five-Year Plan period,the building of the society must focus on securing and improving people’s livelihood.The outline of the 13 th Five-Year Plan sets forth some new targets and standards for the progress in improving people’s livelihood in order to build a comprehensive well-off society by 2020.To develop a scientific livelihoods policy during the 13 th Five-Year Plan period,Qinhuangdao,one of the first open coastal cities,must develop a comprehensive evaluation system for the progress in improving the people’s livelihood in Qinhuangdao to comprehensively measure the level of development of people’s livelihood during the 12 th Five-Year Plan period,the existing problems,the trends,and the accomplishment of the goals of improving the people’s livelihood.After getting a full understanding of the outline of the 13 th Five-Year Plan,reviewing current foreign and domestic studies and learning from the existing evaluation indicator system for the progress in improving people’s livelihood,a new evaluation indicator system for the progress in improving people’s livelihood consisting of 4 subsystems,comprising 16 indicators,was constructed based on the explanation of people’s livelihood at the 18 th National Congress of the Communist Party of China.The new indicator system can objectively reflect the progress in improving people’s livelihood in Qinhuangdao,and based on this,suggestions were put forward as to how to realize the goals of improving people’s livelihood as set forth in the outline of the 13 th Five-Year Plan period on schedule.A comprehensive analysis was performed of the progress in improving people’s livelihood in Qinhuangdao based on principal component analysis and the multi-indicator comprehensive evaluation method.The target values for the indicators were selected based on the outline of the 13 th Five-Year Plan,the situation of the province and the city and the goal of building a comprehensive well-off society by2020.Results indicated that by 2015,the goals of improving people’s livelihood in Qinhuangdao had been 88.3% achieved.Analysis of the progress in improving people’s livelihood during the 12 th Five-Year Plan period revealed that the progress of improving people’s livelihood increased at a slower rate year by year.There is great difficulty in accomplishing the goals on schedule during the 13 th Five-Year Plan period,and it is necessary to accelerate the progress in the coming years.The statistical data for 2015 were used to compare the progress in improving the people’s livelihood in Qinhuangdao with the progress in improving the people’s livelihood in other cities in Hebei Province.Results indicated that the progress in improving the people’s livelihood in Qinhuangdao outpaced the progress achieved in most other cities in Hebei Province,but it was still fraught with problems such as a higher ratio of urban residents’ income to rural residents’ income than the average level in Hebei Province.Overall,to successfully implement the 13 th Five-Year Plan,the government must focus on economic construction by adjusting its economic structure and creating more jobs,promoting integrated rural-urban development by sparing no efforts to alleviate poverty,promoting social stability and harmony by improving public services in Qinhuangdao,improving the overall ecological quality in Qinhuangdao by promoting the intensively and economically utilization of resources.
