Improving livelihood hasbecome an important topic of our times. Report to the Eighteenth National Congress of theCommunist Party of China points out clearly, in strengthening social development, wemust give high priority to ensuring and improving the people’s wellbeing. We should bringas much benefit as possible to the people, resolve as many difficulties as possible for them,and solve the most pressing and real problems of the greatest concern to them. We shouldkeep making progress in ensuring that all the people enjoy their rights to education,employment, medical and old-age care, and housing so that they will lead a better life.From the height of building a well-off society in an all-round way and a harmonioussocialist society, based on solving real problems of the greatest concern to people, ourparty put forward the goal and commitment in the respect of social development. Therefore,objective and accurate measuring and evaluating livelihood state for the party and thegovernment to formulate relevant policies to provide reference and basis is absolutely vital.How to evaluate he livelihood in our country present situation, a scientific, rationalcomprehensive and effective evaluation index system become urgent problems in thepresent time. However, livelihood, is a very broad term, the unified theoretical system inthe research of this area have not yet formed currently. Sorting the existing research fruitand based on the thought of improving livelihood in the report to the Eighteenth NationalCongress of the Communist Party of China, this article will be established a set ofappraisal target system about the livelihood.The text is divided into five parts. Chapter One, introduction, displays the significanceof the topic chose and it reviews and sums up domestic and foreign research presentsituation about the statistical evaluation indicator system of people’s livelihood. And putforward the main content of this study research methods and innovation. Chapter Two,related theories. First described the connotation of the livelihood and then comb the origin of the livelihood issues, and evolution. Further based on the domestic actual situation,define the livelihood issues and illustrate the role of the index system. Chapter Three,establish evaluation index system of livelihood. At first, introduce the principles ofestablishing evaluation index system, then build construction of the index systempreliminary, including the selection and filtering of indicators. Chapter Four, empiricalanalysis, takes Shandong Province for example. Introduces the comprehensive evaluationmodel, determination of the target and weight, the process of non-dimension of indicators,finally figure out livelihood index of the Shandong province and17cities in it. Analyze inlength-ways and transverse angle with the result. Chapter Five, conclusion and suggestion.Based on the above results, the paper puts forward some policy suggestions aboutlivelihood of Shandong province.On the basis of learning, and assimilating the former research achievements, the paperformed its own innovations: First, sorting the existing research fruit, this article will beestablished a set of appraisal target system about the livelihood. Second, in the process ofdetermining weight, combine the analytic hierarchy process and entropy weight method tomake the weight more scientific. Then based on international, domestic situations andpractical conditions in Shandong, the paper establishes the target values. Third, to evaluatethe livelihood of Shandong province with the use of the evaluation indicator system,measure the index during2008-2010. Then, according to the livelihood index, the paperclassifies the17cities of Shandong province with the use of cluster’s analytic approach, andput forward some countermeasures and suggestions. |
