As is known to all,in the current development situation,it is significant that the people's role to the organization's development.Actually,it is also very important that how to maximize the employing people and educating people,that is make a crucial relationship between play to people's enthusiasm,initiative and creativity and the organization's survival and development,especially under the fierce competitive environment.Therefore,training has a profoundly means,not only to the organization,but also to the people of the organization.In some extent,training is the vital elements to ensure the organization play an excellent operation.In addition to,training also have a core function to the.development of the organization member.Besides,it is vital to utilise their potential ability too.So,this articles mainly base on the theory of human resources training and kirk Patrick four hierarchical evaluation model to evaluate the present situation,interpretate the system,seek the problems and find the countermeasures for the discourse of the Laos grass-roots government civil servants training.By means of internal staff training,Vientiane city revenue is discussed,analyzed the Laos grass-roots civil servants training in a series of problems.This thesis is divided into six parts:introduction part.The first chapter related theory and the analytic.The second chapter the status quo of Vientiane city tax system training.The third chapter Vientiane city tax system,analyzing the existing problems and the reasons for training.The fourth chapter enhance the countermeasures of Lao civil servants at the grass-roots level training effectiveness.The fifth chapter conclusion.I sincerely hope that through this framework arrangement can clearly analyzing problems,targeted countermeasures and suggestions,in order to improve the Lao grass-roots civil servants training effect.
