| Social insurance as an important system to protect people’s livelihood in China’s social security system,which is closely linked to the vital interests of the people and the harmony and stability of society.The social insurance agency is an important carrier and executive of the government to provide social insurance services.The level of service is not only related to the implementation of social insurance policy effect,but also related to the goal of our country to build social security system which covers all people.The Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China put forward to speed up the sound social security management system and handling service system.China’s 13 th Five-Year Plan also proposed to establish a more equitable and more sustainable social security system and to improve the social insurance system.The attention at the national level has brought great opportunities for the construction and development of social insurance agencies.However,with the expansion of the social insurance system and the objective requirements of the fine management of the social security system,the national social security service system is facing unprecedented challenges.This paper chooses the social insurance agency of Rongchang District of Chongqing as a case to try to show the present situation and the challenge of the social security agency at the grassroots level,and try to put forward the improvement and perfect countermeasure.First of all,this paper introduces the background and significance of this topic,and defines several core concepts involved in the research.This paper analyzes the theoretical basis of this paper by using the literature research method,and summarizes the current situation of research on the service capacity construction of social security agencies.Secondly,this paper introduces the development status of Rongchang Social Security Brokerage Organization and the measures to enhance the service ability in recent years,and analyzes the deficiencies of institutional setting,staffing,internal control management and standardization construction in the process of development.Thirdly,this paper chooses the social security agencies in Australia,the United States and the country in Shaanxi Province and Beijing as a typical representative.Analysis and comparison of social security agencies to serve the construction of the achievements and advanced practices.Finally,according to the problem of socialsecurity agencies in Rongchang District,the author tries to put forward the countermeasures to improve the service ability of social security agencies.The possible innovations in this paper mainly reflect the following two points: Firstly,based on the micro-perspective,this paper analyzes the current situation and the challenges of the service capacity development of the social security agencies at the grassroots level,and focuses on the empirical research.Secondly,this article can get more detailed information through a large number of field research,interviews and the author’s personal work experience.Therefore,the suggestions and countermeasures put forward in this paper have strong practicality and maneuverability,which can provide some reference for the future scientific development planning of grassroots social security agencies. |
