Study On The Standardization Construction Of Agricultural Administrative Law Enforcement In Chunan County

Agricultural law enforcement is for agriculture,farmers,rural services,grassroots agricultural law enforcement capacity building is the focus of the construction of agricultural law enforcement standardization.Chunan county is an agricultural county,but also a focus on tourism and environmental protection of water resources.This paper according to the implementation of the Zhejiang county agricultural comprehensive law enforcement agencies standardized construction projects experience,refer to the domestic and international research about the agricultural law enforcement policy theory and relevant administrative law enforcement,through a combination of theoretical and empirical analysis methods,effects and problems of county comprehensive agricultural construction of law enforcement standardization research.On the basis of this,put forward relevant countermeasures and suggestions.At present,there are County wide,broad point,remote areas of agricultural supervision more difficult situation Chun'an County agricultural law enforcement,and the ability of law enforcement difficult to further enhance the dilemma.Control and improve agricultural law enforcement capacity of the main factors,there are two aspects,one is the agricultural law enforcement means and ability can not adapt to the present situation of agricultural business scope broad,business units scattered,unable to grasp the information circulation of agricultural means of production;second is the lack of agricultural law enforcement personnel,only through the pumping test and subsequent punishment way to combat illegal agriculture,cannot accomplish beforehand control and real-time monitoring.Aiming at the problems and difficulties of the current agricultural law enforcement,the paper propose the agricultural law enforcement should be positive to the intelligent,the direction of the development of information technology,can effectively improve the efficiency of the agricultural law enforcement management,overcome the problem of the lack of prior blind area of supervision and law enforcement personnel,supervision of the agricultural business links tube to achieve full coverage,full real-time,no dead ends.
