Research On Standardization Construction Of Administrative Law Enforcement In The Background Of "Large System"

On March 21,2018,the CPC Central Committee issued a plan to deepen the reform of the party and government system(hereinafter referred to as "the large department system "),established the party and government organization system,and further integrated the party and government organizations.Parts with highly relevant functions and new "big sectors" have been established.Under the background of large department system,the administrative department gets limited merger,the administrative power is effectively regulated,and the standardization construction of administrative law enforcement should be further promoted.As the foundation of the standardization construction of administrative law enforcement,the large department system integrates the functions of the department,optimizes the organizational structure,simplifies the organization,and forms a unified leadership,overall linkage,and coordinated and efficient administrative management model.At the same time,the standardization construction of administrative law enforcement also "feeds back" the reform of the large department system,through clear law enforcement responsibility,restricts the law enforcement right,standardizes the law enforcement behavior,to solve the power management dilemma that the large department system may bring.Practice has proved that it is feasible and operable to combine the reform of large department system with the standardization construction of administrative law enforcement.With limited integration to solve the problem of institutional expansion and power and responsibility,the integration of law enforcement resources to strengthen administrative execution to achieve centralized decision-making and execution specialization.At present,the present situation of administrative law enforcement standardization construction of state administrative organs is not optimistic,and there are many problems and difficulties in the process of system construction and practice.This paper makes a dynamic investigation and systemanalysis of the problems existing in the process of administrative law enforcement in our country,further analyzes the reasons for the practical difficulties in the construction of administrative law enforcement standardization from the micro-point of view,and then puts forward some suggestions and measures for the construction of administrative law enforcement standardization from the viewpoint of administrative subject and administrative law enforcement personnel,and probes into the detailed path of administrative law enforcement standardization construction under the major system,in order to realize the standardization of administrative law enforcement under the background of the system.
