Research On The Institutionalization Of Voluntary Service From The Perspective Of Social Governance

Voluntary service has a long history,especially in developed countries and regions,has become an important means to promote social development,promote social governance and improve the level of social welfare.Since the reform and opening up,the social construction of our country in economic development,improving people's livelihood and other aspects,has made great achievements,material life and spiritual needs of people continue to be met,and actively participate in the volunteer service has become a new social fashion.After the Wenchuan earthquake,China's voluntary service has been widely carried out,and initially formed a voluntary service system.In particular,the party mentioned in the third Plenary Session of the 18 th CPC Central Committee to the innovation of social governance system,improve social governance,clearly pointed out to stimulate the vitality of social organizations,support and development of voluntary service organizations.In February 2014,the Central Civilization Commission issued "on the voluntary service system of opinions" put forward: "to the volunteer service and the innovation of social governance combined into the urban and rural community governance,give full play to the leading role of community volunteer service,play the main role of the community residents,volunteer service to the grassroots,into the community,into the family".From this point of view,as a way to participate in social governance,voluntary service is helpful to solve the many contradictions existing in the grass-roots society,and to provide new channels and means for the innovation of social governance.Therefore,in the current national governance system and promote the modernization of governance capacity under the new situation,the development of voluntary service provides a broad space.Although the development of voluntary service in China has made great achievements,it has made a great contribution to economic development,social progress and social welfare.However,there is still a long way to the development of volunteer services and social governance requirements,facing many problems,especially the lack of institutional construction,become the key problems hindering the development of volunteer service.In order to innovate the way of social governance,we need to strengthen the research on the institutionalization of voluntary service.This paper based on the perspective of social governance,through the questionnaire survey,to understand the present situation and the construction of the system of voluntary service problems,and through the relevant literature,the voluntary service development process,institutional experience of developed countries and regions,put forward to promote construction of our country system of voluntary service and advice.This paper mainly consists of the following parts: the first chapter is the introduction part is mainly theoretical significance,practical significance of this thesis are briefly described,through access to information,at home and abroad on the volunteer service system related to the sort,review,and the related concepts and theoretical basis of the analysis,the related terms clear the.At the same time,it pointed out the research methods adopted in this paper,the existing research innovation and deficiency;the second chapter is mainly through the questionnaire survey,understand the Chongqing city volunteer service system development status and existing problems of the system,to put forward some suggestions to improve the system of empirical investigation lay the foundation;third the chapter is mainly through the construction of voluntary service system combing the developed countries and regions,the results of the experience,to provide reference for promoting the construction of China's system of voluntary service;the fourth chapter is on the background of social governance,through the analysis of social governance and voluntary service,clear system construction principles,explore the path of the construction of me in the system of voluntary service;the fifth chapter is the summary and Prospect of the construction of the voluntary service system.
