Fair Competition System Under The View Of Supply-side Reform

In November 2015,at the meeting which is the central finance leading group,Xi general secretary for the first time put forward to speed up the supply side of the important goals of the structural reform.In 2016,Xi general secretary of the central comprehensively deepen reform leading group held the abbot,23 times the meeting passed a《about to establish fair competition in the market system construction the opinions of the censorship》the state council foreign post,since July 2016,the department of the state council and provincial people’s government departments at all levels shall be specified in the relevant policies and measures for the fair competition in the process of review.According to the above the social hot spots,this paper discusses the relationship between supply-side reform and fair competition system,author analyzes how to promote fair competition at the same time the implementation of the censorship,want to give some suggestions on economic transformation and upgrading of China.The text consists of four chapters:The first chapter is about supply-side reform and fair competition system’s background,made a brief overview of the core content,analyzed the present supply-side reform and the planned economy,the demand side,the relationship between the foreign experience.The second chapter analysis the relationship between the supply-side reform and fair competition system,for the height of the fusion between the key,both have a common premise,strategy,goal and as a result,the relations in the era of transformation and upgrading of the two are inseparable.The third chapter analysis Fair competition system of United States and the European Union censorship such as:law enforcement agencies,evaluation mechanism,competition policy objectives and effective experience for reference to do the analysis of the situation,then the article analyzes the fair competition the era background,review censorship objects,working mechanism,guarantee mechanism,legal basis and policy basis of the above analysis through the fair competition in the Chinese censorship that a process of "from scratch".The fourth chapter to the existing the fair competition of the defects and limitations censorship did the analysis of the four aspects,respectively is the lack of a clear professional competition law enforcement agencies,the lack of perfect assessment mechanism,the lack of correlation with current law policy and the lack of a good public opinion environment.Then,put forward four aspects of the above defects of perfect suggestion,respectively for should perfect competition law enforcement agencies,perfecting the assessment mechanism,perfect the related legal policy and strengthening supervision and strengthen the public opinion to suggest perfecting the system of fair competition review.On the supply-side reform era,the deepening of the reform of the system,its core issue is the implementation of fair competition system,eliminate the reasonable system disorder impeding the ability of a competition.Only promote the fair competition,censorship can guarantee the smooth realization of the reform of the supply side,promoting the healthy development of China’s economy to realize long-term effective.
