Improving Research On The Government Support System Of The Families Who Lost The Only Child

The families who lost the only child generally refers to the families’ parents do not want to rejuvenate because of their age,physical,economic and other reasons which due to illness,accidents and other uncontrollable factors to death.The existence of the family who lost their only child is a unique social phenomenon in our country,and it is the product of the national implementation of the "one child" family planning policy.The death of the only child will destroy the solid inverted pyramid-style family structure,and part of the parents become helpless,no rights,easy to be sick,no care,no group.In recent years,increasing number of petition rights occurred in order to change the plight of their own life,to achieve the goal that government should bear the old-age security,life care,health care and other reasonable demands of responsibility.Although China’s comprehensive "two children" fertility policy has implemented,the group will eventually gradually reduce to disappearance.At present,China’s unaccompanied group size has not reached the peak yet.It will show a growth trend in the next period of time.And the number of special groups is not conclusive,but it is an indisputable fact to reach millions.And the government,as one of responsibilities of the system of the family support system and one of the main bodies of the old-age security,economic support,life care,health care and so on.The degree the government can effectively build the support system for the families of the disabled,effectively solve their practical difficulties are related to the social stability and harmony,the party and the government’s image,we must attach great importance to them.Based on the theory of responsible government,public product theory and new public service theory,this paper analyzes the current situation of government support and the demands of family interests of unhappy families,and combined with the relevant laws,policy texts and typical study of the group petition events to study government’s assistance policies and institutional arrangements for the families of the unhappy families and to make research the shortcomings and optimization of the government support system construction of the families.The study found that the problem of families who lost their only child is increasingly valued by the party and the government,and the central and local governments have introduced a series of policies and measures to help the families of unhappy families,and have achieved certain results.However,the government support system of the families who lost their only child still has some problems,such as: the not perfect security law and policy,the low standard support and large regional differences in support level,less psychological support,create threshold for support and the mechanism of support is not perfect.Based on the existing problems,we should focus on improving the relevant systems,optimize the government’s support mechanism to further optimize the government support system,to lift the lonely family later years of life to worry about,to promote social stability and harmony.
