On The Evolution, Problems And Improvement Of Power List System Of Local Government

Power list system refers to the institutional arrangement of government's administration,including classifying rights, confirming rights, disclosing, implementing, supervising etc. It is a system of institutional authorization, restriction of rights and disclosure of right. In the past few years, the central government put great emphasis on promoting power list system in order to bring more dividends to public by reforming social system. Therefore, it is vital to know the evolution of power list system, to analyze the potential problems and to discuss the ways to improve it.Power list system involve both technical issues, like legal authority, and political issues,like political reform. The technical strategies and political strategies are the basic starting point of this paper that tries to provide a useful institution-designing strategy. This paper, by analyzing related literatures and penetrating the underlying administrative logic, tries to figure out the problems and countermeasures of current power list system.Specifically, during the evolution of power list system, there were three stages: budding stage, pilot stage and promoting stage. Two ways are utilized: from the bottom up by summing regional experiences and top-down by legislation. The problems in the process are fundamental: one is that the reform ideas are blurring. There are gaps between gradualness and urgency, stability and autonomy, governmental centralization and public participation.The other problem exists in implementation, including lack of long-acting safeguard mechanism, supervision mechanism is not perfect, obscure administrative power positioning,lack of top-level design, inadequate capacity of social organizations for carrying on government function etc. This paper introduces complete countermeasures: constructing inner-outer double supervisory mechanism; improving related legal system; dividing power between central and local governments properly; constructing e-government platform, drive power list system into “Interner+” age; exploiting composite impetus from our party,government and general public.
