Problems And Countermeasures Of The Implementation Of Power List System By Local Government In China

The Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning the Comprehensive Advancement of the Rule of Law,adopted at the Third Plenary Session of the Eighteenth CPC Central Committee,requires all government departments to gradually and effectively promote the power list system throughout the country at a new stage of the transformation of the state administrative system,so as to better delineate the scope of power.Regulate government power and exercise power according to law.This paper discusses the practice of the power list system implemented by local governments at all levels in China,and analyzes the common and typical cases.It is hoped that this study can provide theoretical support and experience for the effective implementation of the power list system in local administrative reform.As an important part of the development of the socialist system with Chinese characteristics,the power list system is an unprecedented innovation,and its implementation in local government departments at all levels will not only help to clarify the scope of power operation and improve administrative efficiency,but also help speed up the reform of the administrative system.We will guarantee the people’s democratic rights and improve citizens ’satisfaction with the government.Since the power list system is an institutional innovation,the study of the power list system implemented by local governments in the theoretical circles pays more attention to one aspect of the system,but it does not form a dynamic and unified system of system research.There are some shortcomings in summing up the concept,nature and problems in practice of the power list system.Therefore,this article makes a detailed analysis from the background of the power list system,the significance of the system to the reform of the government,and the main functions of the implementation of the power list,so as to better understand the power list system as a whole.This paper mainly uses the literature method and the empirical analysis method to discuss in detail the concept,function and characteristics of local government in the new era of China on the basis of absorbing and drawing on the previous scholars ’research results.At the same time,it makes a detailed elaboration of the meaning,main functions,theoretical and practical basis of China’s power list system,as well as the ideological direction,preparation process and preliminary exploration of China’s power list system at the present stage.It lays the groundwork for the development of the power list system of local government in China.Then,through typical practices of some provincial and municipal governments,this paper summarizes and summarizes the successful experiences and practical methods in the operation of the current power list system,and also finds problems in the process of building the power list system.For example,the reasonable legitimacy of the power list,the slow change of local government administrative methods under the list system,the lack of administrative implementation capacity of administrative subjects,and the imperfect supervision mechanism.Finally,with reference to the successful experience and theoretical support of some local governments,we will deepen the reform of the administrative system of local governments by improving the legal system related to local power lists,and make use of modern information technology on the Internet.To improve the mechanism of local government power operation supervision and other aspects put forward targeted countermeasures or suggestions.
