The Research On The Policy And Practise About Supporting Minorities With Less Population

The equality of every ethnic group and the protection of right of minorities is the consistent proposition of the Marxist national equality.The implementation of China’s policy of supporting the development of the minorities with less population is not only the protection of the right of minorities,but also the necessary work for achieving common prosperity.However,there is always time or space limitation with the promulgation and implementation of every policy.In order to make it more practical,it is necessary to put it into practice continuously to be revised and improved according to practising.In this paper,through analyzing and researching on the experience and the existing problems of supporting policy in less population ethnic groups of Majiang in Guizhou province,and then providing some feasible suggestions to improve the supporting policy.Based on the the Marxist national theory,taking the development of supporting policy of less population ethnic group——Mulao of Majiang county in Guizhou province as an example,and use the related method of ethnology,sociology,policy and statistics to analyze the problems in the implementation process.All of these problems focus on four aspects: the policy itself,the government,village and the villagers.First of all,the policy was lack of coordination,innovation and dispersing.Second,for the government,the problems are that the existence of cadre assessment mechanism was not perfect,the supporting and funding was lack of extending the industrial chain,the crucial force pattern had not yet formed,the advocacy was not enough.As a grass-roots implementation,the village had not done its work well enough,and the function dislocated.And as a practice object,the villagers overdepended on the government,and lacked the awareness of risk aversion,the cultural resources and other issues.Through summarizing the experience and enlightenment of implementation of supporting less population ethnic groups in Majiang county,lots of suggestions have been put forward,such as: strengthening the coordination of each policy,developing the innovation supportingmodel,improving the industrial supporting policy,establishing the organization project,improving the industrial chain to develop and strengthen the grass-roots cadres,playing the village advantages to strengthen the "quality,intelligence,ambition",strengthen the awareness of marketing and crisis,improving the awareness of protecting national culture.In short,the policy of supporting the ethnic minorities with less population has been improved in practice,which has brought a great changes in the economic and social development of ethnic areas.In this paper,the implementation of the policy to support the development of minority nationalities with less population in Majiang county was investigated,in order to provide a reference for the improvement,perfection and implement of the China’s supporting policy of ethnic groups with less population.
