Issues And Countermeasures Of Government To Foster Social Organization In Longhua New District Of Shenzhen City

With the development of society and economy and the awareness of citizen self-governance,the role that social organization is playing is more and more important with time going on.Since 1980 s,social organization has been developing rapidly.18 th National Congress has come up with the proposal to play a part in collaborative works to realize efficient combination of government supervision and democracy at the grassroots level,to build a social supervision system centering on Chinese characteristics.China should accelerate to form the social supervision system of leadership of party committee,independent operation with government's support,public engagement and legal guarantee,and accelerate to form a modern social supervision system of the separation of government administration and society management,clearly defined rights and responsibilities,and autonomy according to law.18 th National Congress has provided a specific policy guidance for social organization system,governments should deepen the cultivation system for social organization accordingly,and enlarge the space for the development of social organizations.With the consideration of the governments,the development of social organization has entered a good situation gradually.Although,there are also several conditions such as small scale,disorders,weak independence,imperfection of internal controls,weak self hemopoiesis ability and so on.The effect of social organizations is still below expectation.The effect of assistance of social management and public service can still be elevated.Therefore,it is necessary to consummate policies for social organizations cultivated by the government,build a scientific and efficient social organization system cultivated by the government,guide various social organizations to strengthen internal construction,and promote social organizations to develop rationally.This paper takes the policies for the government of Longhua New district in Shenzhen to cultivate social organizations as an example,summarizes the experiences of the government of Longhua New district in cultivating social organizations after clearing up the course and development of social organizations in Longhua New district and the current situation.It is shown in the research that the government set up an incubation center for social organizations as a carrier of all sorts of supporting policies on the basis of usage of traditional measures.The government has set up an General Association to promote the self-service ability and form self-discipline,accelerated the ability construction of social organizations through Venture capital projects.At the same time,the government has introduced policies to support social organizations on the aspect of capital,talents,internal management and so on.The work of cultivation for social organizations by the government of Longhua New district has caused a great impact locally.Throughout this typical instance,this paper has analyzed each policy introduced by the government of Longhua New district on cultivating social organizations in its rationality and effects.Aiming at the problems at present,this paper has put forward solutions,which can turn into suggestions to central government on the work of cultivating social organizations.
