A Study Of Social Organization Cultivating Model

Social organization refers to people who in order to achieve a common goal, make their behavior coordination with each other. This organization has the fixed members, and has the power and interest structure. It exists beside the government and the enterprise, and provides social services to the society. Social organization has these qualities:commonweal, non-profit, autonomy, voluntary. In Chinese society, the form social organization is social groups, foundation and the of people-run non-enterprise unit. Social organization is in a rapid development recently in China, as it is adapt to the rapid economic development, and adapt to the growing political and social participation need of Chinese citizens. But to develop professional social organization, need professional social organization cultivating works.The main paths for Social organization to achieve resources are:government funding, public-raising fund, private fund, and folk project operation. And the government purchase social service is the main form of government funding in China. The connotation of the social organization cultivating including on the one hand government provides policy space for social organization development, legislation and improve registered, filing system; On the other hand government directly provide funds, human resources and information exchange platform, and other resources to social organizations. Social organization cultivating organization is focus on providing initial resources, and help organizations contact with government, and training the public communication ability, resources development, and makes a share information and communication platform, etc. Social organization cultivating have five functions for the new social organization, that’s provides or links to resources, promote the ability, shaping concept, lead and coordinate relationship with the outside world, set up the industry information communication interactive platform. This study uses field research and document study to research the cases of Zhangjiagang commonweal organization center, the NPI and Nanjing Amity NGO Development Center. The study sum up three modes of the social organization cultivating works, that’s The government’s leading model, The social organization leading model and The cooperation of government and foundation model. These three models are different in basic conception, independence, professional, the ability to obtain resources, and the role in cultivating work.In The government’s leading model, the cultivating organization plays the role as a guardian; in the social organization leading model, the cultivating organization plays the role as an architect of public welfare ecological system; and in the cooperation of government and foundation model, the cultivating organization plays the role as a middleman. Three kinds of cultivating models are innovations based on the objective conditions in different areas; the innovation experience is worth references to other areas.
