The civil service system is a general form of the modern government personnel administration system. The establishment and development of civil service system have greatly promoted the government personnel administration system to be scientific and lawful. Assessment system is the most important part of the civil service system, it is the key of the connecting link and the basis for the implementation of other systems.In this paper, The suggestions are given through the following aspects: First, Analyzing the importance of the civil service examination system under the new form, the examination characteristics, operation status and existing problems. Second, grounding on the new requirements to deepen the reform of the civil service system given by Communist Party of China in the third Plenary Session of the 18 th CPC Central Committee. Third, combining my own thinking and feeling in the local civil service examination.Firstly, this paper defines the fundamental meaning and main characteristics of the civil service examination system, arranges relevant laws and regulations and policy, and expounds the necessity and possibility of reform and perfect our country’s local civil service examination system.Then, based on the practice of Jingzhou city civil service examination system, we analysis the actual operation situation of civil servant performance appraisal system, combining with the implementation of China’s civil service examination system. We find some problems existing in the local civil service examination system. These problems include the absence of the main body of the civil service assessment, assessment criteria generalization, assessment methods, assessment results distortion, etc.Further more, we analyze of the basic provisions, basic characteristics and basic methods of the civil service examination system in Britain, Germany and Japan. We draw on their practical significance, in order to provide international experience for the assessment system of local civil servants in china.Finally, based on the relevant laws and regulations and system of our constitution and our civil service management, we combined with practical experience in my personal work and understanding, putting forward countermeasures and suggestions for perfecting the local civil service examination system. At the same time, there are some suggestions for the basic path. |
