Research On The Countermeasure To Assist Community Correction Offeaders In Ganjingzi District,Dalian City

Since the implementation of community correction, Ganjingzi District has achieved good political, legal and social effects in community correction.But with the new situation and the increasing number of community correction offeaders, the staff structure is more complex, how to improve the quality of work is important.In Ganjingzi District,most community correction offeaders faced pressures from the cost of living, family and social relations, schooling and employment and like. How to use community correction to help this group to ease the pressure,to current situation, to achieve the effectiveness of correction for social stability and harmony has great significance.In this paper,the research object is the countermeasure to assist community correction offeaders in Ganjingzi District,Dalian City.Through access to information, questionnaires and unstructured interviews and other research methods to community correction offeaders and community correction personels and ordinary residents,sampling survey,comprehensive analysis have been used here.The situation of these peaple and community corrrection has been known. Through the investigation and study, it is found that the current assistance has the weakness include single support form, lack of community-based active help, support of personalized assistance program, community correction offeaders encounter cold side, no policy support so that assistance mechanism can not work, the lack of support resources restrist the assistance, social identity immature cause the exclusion of assistance. For the above reasons, this article applies the theories of restorative justice, criminal need, correction effective and social exclusion, draws lessons from the experiences of New York, Waseda and Beijing, and draws up the optimization scheme of community correction. Included the establishment of a unified assistance system, the introduction of policies,the creation of multi-participation in the structure.The feasibility of the scheme is demonstrated by the results of administrative support, social support and the actual operation of the program. Finally, through the establishment of management team, improve the the system, and public participation to improve the countermeasure to assist community correction offeaders in Ganjingzi District,Dalian City.
