Community correction is a kind of non-confinement penalty ways contrary to imprisonment penalty.Its biggest trait is to put criminals in socety by making the following extensive contact with the people around them and enjoying normal life to make them return to a society.This trait determines that we must integrate all kinds of effective social forces such as social workers, volunteers and non-governmental organizations to join in the work of community correction.In foreign countries and our country’s practice, social forces to participate in community correction work has been widespread. European and American countries participate in the community correction of NGOs and social workers are numerous, in this respect our country started late, but it is developed in the east of Shanghai, zhejiang, fujian and other provinces, there have been some private voluntary organizations involved, also lots of volunteers and professional social workers in the work in the community correction. However,we still exist some problems such as we have not many people,our works is lack of specific legal basis,there is no unified law to regulate the appiontment and assessment of social forces.I have written this article to study and discussion some problems such as domestic and foreign community correction society theory background, types, problems and countermeasures through reading relevant information,at the same time,I have visited two grassroots judicial offices in Beijing to obtain first-hand information to support the views of the articles, I hope that through the shallow study I can contribute our little strength to the development of China’s community correction system.
